The track program is created by the morning line maker who creates the odds for each horse. How to understand the track program in horse racing allows the horse player to have a firm reference to go by. The track program has a percentage level of how well it is handicapped. Each value position of win, place, show, fourth and fifth have their own percentage of how much they come across the wire. The program is handicapped well but it’s done by a track employee and therefore it is not handicapped for the public’s interests but for the track’s purpose of keeping horse racing going as a business.
